Improvements that pay tax payers back

Did you know our average elementary school pays $5000 per month for electricity?
Light bulb example: 40 26W CF light bulbs recently replaced 100W incandescents in a school library. Assume each bulb costs $2 and the labor to change them is $20 totaling $100. You go from using 4000 watts to 1000 watts. If the lights are used for 10 hours per day and the school pays $0.0853 per kWh, the break even point is 39 days.

Meanwhile, at the same school, there are 20 parking lot and wall mounted security lights that remain on 2 hours after surrounding buildings' parking lot lights are off. Each light uses 100 watts. If they replaced the old timer with a $100 photo cell, how long is the pay back?

My point is that there are many small things that can be done to help with costs. Ask each janitor what can be done at each building to save money and give them a percentage as a bonus for their ideas. Do the same for teachers and administrators.
