Many teachers are doing an outstanding job. Unfortunately there are those who need to be doing something else as a career. Teacher evaluations such as those used in university classes can give administrators a better idea of who may need to be rewarded, who may need to take some improvement classes and who needs to be strongly encouraged to make serious changes.
